That answer is worth more here than it would be in the city, because Rights of Possession, an informal occupancy right rather than registered ownership, is a genuine feature of Panamanian coastal land, and titled and untitled parcels can sit beside one another along the same stretch of beach.
Established condominium developments here are held under the horizontal property regime, governed since 14 February 2022 by Ley 284, which replaced Ley 31 de 2010, giving you your own finca number plus an undivided share of the common elements.

What it costs to live in Gorgona

One item specific to this coast is worth asking about. Article 4 of Ley 80 de 2012 grants tourism lodging located outside the distrito de Panamá, on a minimum investment of B/.250,000, a fifteen-year exemption from impuesto de inmueble on assets inscribed in the Registro Nacional de Turismo. Ley 82 de 2019 closed that inscription window on 31 December 2025, with existing inscriptions keeping their benefits to term. Whether any particular building here is inscribed is a question for the developer and your attorney, checked against the Autoridad de Turismo's own record.

Who Gorgona suits — and who it doesn’t
Buyers who want a beach apartment at the lowest possible cost of entry. The stock we track here starts at $161,000 for a finished, furnished one-bedroom, which is roughly $2,300 per square metre and the cheapest coastal product in our catalogue.
Short-stay rental investors, for a specific legal reason. Gorgona is in the district of Chame, not the distrito de Panamá, so article 21 of Ley 80 de 2012 and its 45-day minimum stay do not apply. Nightly letting here needs no tourist accommodation permit. For anyone who has looked at Panama City buildings and found the licence question impossible to resolve, this sidesteps it entirely.
Weekend-home buyers based in Panama City, since an hour each way is manageable for a Friday-to-Sunday pattern in a way that Pedasí or Bocas del Toro are not.
Buyers who want to be near Coronado's supermarkets, medical services and restaurants without paying Coronado prices, and buyers testing whether coastal life suits them before committing more money to it.
It suits full-time commuters to Panama City less well, and anyone expecting Caribbean-style white sand less well. Both are covered below.
The short-let freedom is real and it is not a competitive advantage. Ley 80's 45-day restriction applies in the distrito de Panamá, and Gorgona is in Chame, so nightly letting is unrestricted. So is nightly letting at every other property in Gorgona, in Coronado and along this entire coast. You are competing against unlimited legal supply rather than operating inside a protected licence, which is the exact opposite of the Panama City condo-hotel proposition. Returns here depend on the beach, the building and your management, not on scarcity. Two things can still restrict you: your building's reglamento de copropiedad, the registered co-ownership rules, and municipal rules in Chame. Check both.
The beach is Pacific, not Caribbean. Much of this coastline has dark volcanic sand and a substantial tidal range. That is not a defect, it is simply what this coast is, and it surprises buyers who arrive with marketing photography in mind. Beaches also vary considerably over short distances here, so the sand in front of one development can be quite different from one a few minutes away. Stand on the specific beach at low tide before deciding.
The hour to Panama City is an honest weekday hour and a poor weekend one. Friday evening outbound and Sunday evening inbound traffic on the Pan-American is materially worse. That matters enormously if you plan to commute and much less if this is a weekend place. Drive it at the times you would actually be driving it.
You will need a car, and you will use it constantly. This is not a walkable location. Most services people actually use are in Coronado a few minutes west, and there is no meaningful public transport substitute.

Getting there and getting around
Gorgona is about an hour west of Panama City on the Pan-American Highway, with Coronado a few minutes further along. The hour is accurate on an ordinary weekday and optimistic on a Friday evening heading out or a Sunday evening coming back, when this route carries the city's weekend traffic.
A car is essential. There is no walkable town centre in the way there is in El Cangrejo, and the supermarkets, medical services and restaurants that residents rely on are largely in Coronado. Tocumen International is roughly an hour and a half to two hours east depending on traffic, on the far side of Panama City, which is worth factoring in if you fly frequently.

Yes, and you do not need a permit. The rule people worry about is article 21 of Ley 80 de 2012, which prohibits rentals under 45 days without tourist accommodation authorisation. Its text applies in the distrito de Panamá. Gorgona is in the district of Chame, Panamá Oeste, so it does not reach here.

Coronado, a few minutes west, is the established expat and weekend-home hub for this coast and carries most of the supermarkets, medical services and restaurants that residents in the whole area actually use. It has more amenities, more social infrastructure, a deeper resale market and higher prices. Gorgona has fewer of all of those.

The constraint is timing. Ley 82 de 2019 rewrote article 25 so that the inscription window for companies outside the capital district expired on 31 December 2025, with inscriptions already in place keeping their benefits to term.
So the question is not whether the exemption exists but whether the specific building is inscribed and when. Ask for the inscription number and the date, and have an attorney verify it against the Autoridad de Turismo's own record rather than accepting a brochure claim.
