Two apartments are left at Velure, and the bigger one is cheaper. The 159 m² three-bedroom is $348,000. The 129 m² three-bedroom is $351,000. You get thirty extra square metres for three thousand dollars less, which works out at $2,189 per square metre against $2,721.
That $2,189 is the lowest price per square metre of any building we cover anywhere in Panama, city or coast. Costa del Este runs $3,908 to $7,542. Gran Central's one published unit is $7,332. Even the closeout stock in this developer's other buildings sits above $2,700.
Before assuming the larger unit is simply the better buy, find out what separates them, because a $3,000 inversion on a 30 m² difference is not random. Floor level, aspect, whether one has been used as a show unit, or a layout compromise on the larger plan are all plausible. Ask, and then in all likelihood buy the 159 m².
The other reason to look here is the neighbourhood. El Cangrejo is Panama City's most genuinely walkable district, dense with restaurants and built out decades before the bayfront towers, which means new construction is rare and closeout stock in a new building rarer still. That is what you are actually buying at this price: floor area in a neighbourhood that does not produce much of it.

Where Velure actually is
Velure is in El Cangrejo, the older, dense, restaurant-heavy district inland from the bay near the Universidad de Panamá. It is the closest thing Panama City has to a walkable European quarter: narrow streets, mature trees, small businesses at ground level, and a genuine culture of getting around on foot, which almost nowhere else in the city offers. Most of the housing stock here dates from the 1970s and 1980s, so a new building is unusual and the comparison set is thin. That cuts both ways: less competing new supply when you sell, and fewer recent transactions to price against when you buy.
Practical notes. El Cangrejo is inland, so there is no bay view and no waterfront, which is part of why floor area is cheaper here than on Avenida Balboa. Parking is tight, as it is in any pre-car neighbourhood, so confirm how many spaces come with the unit. And the district is lively rather than quiet: restaurants and bars operate late on the main streets, which is the attraction for some buyers and the objection for others. Visit at night.
Who Velure suits — and who it doesn’t
Buyers who want the most floor area their money can buy in Panama City and do not need a bay view. At $2,189 per square metre, a 159 m² three-bedroom here costs less than a 90 m² apartment in several Costa del Este towers.
People who actually want to walk. El Cangrejo is the one Panama City district where daily life on foot is realistic, with restaurants, cafés, shops and the university within a short radius. If that is why you are moving to a city rather than a beach, this is the neighbourhood that delivers it.
Owner-occupiers and long-term landlords with families or sharers as tenants, since both remaining units are three-bedrooms in a residential building without short-stay letting. And buyers who can move quickly and decide from what exists, because two units is not a selection and closeout stock does not wait.
It suits investors chasing nightly yield poorly, buyers who want a water view poorly, and anyone who needs quiet streets poorly.
Two units, and the pricing between them does not make obvious sense. The 159 m² at $348,000 undercuts the 129 m² at $351,000 on both total price and rate per square metre. Something distinguishes them and nobody has published what. Establish it before you offer: floor level, aspect, noise adjacency, whether one served as a show unit, or a compromise in the larger layout. A cheaper, larger apartment is either the best value in the city or it has a reason, and you should know which.
No bay view, and that is priced in. El Cangrejo is inland. Part of why floor area costs $2,189 per square metre here rather than $4,000 on Avenida Balboa is that there is no water to look at. If the view is a significant part of what you want from a Panama City apartment, this is the wrong district and Avenida Balboa or Marbella are the places to look.
You cannot let by the night. El Cangrejo sits inside the distrito de Panamá, where article 21 of Ley 80 de 2012 (Gaceta Oficial 27159-A, 8 November 2012) prohibits rentals under 45 days without tourist accommodation authorisation from the Autoridad de Turismo de Panamá, with fines of $5,000 to $50,000 that also reach whoever advertises the listing. Velure is residential and nothing about it is sold on such a licence. Long-term letting only.
Thin comparable evidence. New buildings are rare in El Cangrejo, which is part of the appeal and a genuine problem for valuation. There are few recent new-build transactions in the district to price this against, so neither you nor a bank has much to work from. Ask for actual closed prices on earlier Velure units rather than asking prices.
The neighbourhood is lively, and that is not universally a benefit. Restaurants and bars run late on the main streets. Buyers who want the walkability often discover they also bought the noise. Visit the specific unit at night with the windows open and then closed before deciding.
Delivery status is unresolved in our sources and so is the maintenance rate. Both are simple questions with checkable answers, and both change what you are buying. Ask before you offer.

Ask what separates the two units first. The larger apartment being both cheaper in total and cheaper per square metre is unusual enough to need an explanation. Get it named, then compare. In most closeout situations the answer is benign, since the largest ticket in a building has the smallest buyer pool and moves last, but you want that confirmed rather than assumed.
Establish whether the building is complete, because it decides the transaction. If it is finished, ask for the finca number, the parcel's individual entry in the Registro Público, confirm the horizontal property regime is registered, and have an attorney verify the unit is free of liens and that maintenance is paid up to date, since unpaid arrears attach to the apartment rather than to the seller. If it is not, you are buying a promesa de compraventa, a purchase promise, and the deposit-forfeiture and delay clauses are what matter. Our buying process guide covers both routes.
Negotiation position. A developer closing out the last two units in a building has a reason to deal, and there is no third unit for them to sell you instead. Ask what earlier three-bedrooms in the building actually closed at rather than what they were listed at, and ask how long these two have been available. Closeout stock that has sat for a year prices differently from stock that came free last month.
Get in writing: the number of parking spaces and whether storage is included, which matters more than usual in a tight-street neighbourhood; the maintenance fee per square metre, since on 159 m² a small rate becomes a real monthly figure; the co-ownership rules on letting; and the developer's warranty position.
On the developer. Velure is by The Velopers, whose portfolio includes Bioma in Costa del Este, Dovle Selva and Dovle Cincuentenario and Vita in Coco del Mar, Cavarosa in Amador and the Nayamara launch. Their Dovle project reportedly sold 170 units in 19 hours, which speaks to demand for their product. We could not independently verify their record for delivering on the originally quoted timeline, so ask for the completion history of their finished buildings.

Why is the bigger apartment cheaper?
Nobody has published a reason, and you should get one before you offer. Thirty extra square metres for $3,000 less is not a rounding difference.
Plausible explanations: a lower floor, a poorer aspect, proximity to lifts or a refuse chute, one unit having served as a show apartment, or a compromise in the larger layout. Equally, it may simply be that the biggest ticket in a building has the smallest pool of buyers and therefore takes the longest to sell, which is the ordinary pattern in Panamanian closeouts.
Ask which it is. Then, in most cases, buy the 159 m².
Is $2,189 per square metre really the cheapest in Panama?
It is the lowest of any building we cover, city or coast. For context, Costa del Este towers run $3,908 to $7,542 per m², the one Gran Central unit with a published area works out at $7,332, Selvática is $4,600, and the closeout apartment at Vita in Coco del Mar is $2,756.
Three things explain it rather than one. It is closeout stock, so the developer wants the building finished. It is a large three-bedroom, which is the slowest-moving product. And El Cangrejo is inland with no bay view, which the market prices at a discount to the waterfront districts.
None of those is a defect. They are the reasons the number is what it is, and they will still be true when you come to sell.
What is El Cangrejo like to live in?
It is the most genuinely walkable district in Panama City. Dense streets, mature trees, small businesses at ground level, a heavy concentration of restaurants and cafés, and the Universidad de Panamá nearby. Most of the housing stock dates from the 1970s and 1980s, so a new building here is unusual.
The trade-offs are real. There is no bay view, because the district is inland. Parking is tight, as in any neighbourhood laid out before mass car ownership, so confirm how many spaces come with the apartment.
