Owner-occupiers and long-term landlords rather than short-stay operators, since Coco del Mar has no licensed condo-hotel stock and the 45-day rule applies. Small units here let readily to single professionals and couples working in the financial district.
Buyers who actually want the social amenity programme and will use it. And anyone who would rather buy in a neighbourhood that already works than in one still being built.
