Dovle is the name behind the sales-velocity story everybody in Panama City repeats: an earlier tower under that brand reportedly sold 170 units in 19 hours. Selva is one of two Dovle buildings now finishing in Coco del Mar, and it is down to thirteen apartments, all of them two-bedroom, two-bathroom plans between 55 and 70 m² priced from $249,500 to $357,000.

The interesting question is not whether it sells. It is why you would pay $4,500 to $5,473 per square metre here when the last apartment at Vita, four minutes away in the same neighbourhood by the same developer, is $2,756. That is a 60 to 90 percent premium for floor area in the same postcode, and it has real answers rather than none: Selva is newer, the units are small enough to let easily and resell to a wide pool, you get thirteen apartments to choose between rather than one, and the building is themed around a jungle-planting concept with a panoramic pool, garden coworking and a meditation room that the older stock does not have.

Whether those answers are worth the premium depends entirely on whether you are buying floor area or buying liquidity. If you want the most square metres per dollar, this is not the building. If you want an apartment that lets and sells easily in a neighbourhood people want to live in, it probably is.

Where Dovle Selva actually is

Dovle Selva is in Coco del Mar, the established oceanfront pocket of the San Francisco corregimiento between the city centre and Costa del Este. Our Coco del Mar area page covers the neighbourhood in full: residential since the 1930s, quiet streets, embassies and older houses alongside the current wave of mid-rise towers, and a short drive to the Calle 50 financial core.

Two location facts that matter more than the renderings suggest. The ocean here is the Bay of Panama, which has a documented contamination problem and is not swimmable, so this is a view and a breeze rather than a beach. And a car is effectively required despite the short distance to the financial district, because Panama City is not a walking city outside El Cangrejo and Casco Viejo.

The building's own concept leans hard on planting and green space, with a garden coworking area, a meditation room and a panoramic pool. That is a real differentiator in a neighbourhood of conventional towers, and it is also amenity area you will pay to maintain every month. Ask what the projected maintenance rate is before you price the atmosphere in.

Who Dovle Selva suits — and who it doesn’t

Buyers who want a small, easily let two-bedroom in a residential Panama City neighbourhood, and who value being able to resell quickly over maximising floor area. Every remaining unit is a 2 bed / 2 bath between 55 and 70 m², which is the most liquid apartment format in this market: it suits couples, small families, sharers and corporate tenants alike.

Buyers who want choice. Thirteen units left means real selection of floor and aspect, which the closeout stock elsewhere in the neighbourhood cannot offer at any price.

Long-term landlords rather than short-stay operators, since Coco del Mar has no licensed condo-hotel stock and the 45-day rule applies here. And buyers who genuinely like the green, low-key concept the building is built around, because that is the premium they are paying.

It suits anyone optimising for square metres per dollar poorly, and anyone wanting nightly rental income poorly. Both are covered below.

You are paying a large premium per square metre for the same neighbourhood. Selva runs $4,500 to $5,473 per m². The last apartment at Vita, by the same developer in the same neighbourhood, is $2,756. Dovle Cincuentenario next door starts at $4,415. There are legitimate reasons for the gap, covered above, and none of them is invisible to a future buyer either. Work out honestly whether you are buying the concept and the liquidity or simply the newest thing available.

No short-stay letting. Coco del Mar is inside the distrito de Panamá, where article 21 of Ley 80 de 2012 (Gaceta Oficial 27159-A, 8 November 2012) prohibits rentals under 45 days without tourist accommodation authorisation from the Autoridad de Turismo de Panamá, with fines of $5,000 to $50,000 that also reach whoever advertises the listing. This is a residential building with no licence claim attached. Long-term letting only. If nightly income is the point, Costa del Este has buildings sold specifically on that basis and we cover several.

Every remaining unit is the same product. Thirteen two-bedroom apartments of 55 to 70 m² means that when you sell, your direct competition is the twelve people who bought the others, into the same buyer pool at the same time. That is the trade for buying the format that is easiest to let.

Amenity load costs money every month. A panoramic pool, gym, garden coworking, meditation room, demo kitchen and the planting concept all have to be maintained, and no maintenance figure is published in the material we hold. Ask for the projected reglamento de copropiedad budget and the rate per square metre. On a 55 m² apartment, a high amenity rate is a meaningful share of the rent.

Delivery status is unresolved in our sources. The units sit on a live availability list and we have not confirmed whether the building is complete. That single fact determines whether you are buying an apartment or a promesa de compraventa, a purchase promise, and the diligence differs entirely. Ask before you offer.

One developer holds most of the new supply in this neighbourhood. Selva, Cincuentenario, Vita, Victory Wellness and Victory Sport are all the same firm. Buying a different building in Coco del Mar does not spread delivery risk the way it appears to, so scrutinise the developer rather than the floor plan.

Establish whether the building is finished before anything else. If it is, this is an ordinary completed purchase: ask for the finca number, the parcel's individual entry in the Registro Público, confirm the horizontal property regime is registered, and have an attorney verify the unit is free of liens and that maintenance is paid up to date, since unpaid arrears attach to the apartment rather than to the seller who ran them up. If it is not, you are buying a promesa de compraventa and the deposit-forfeiture and delay clauses are what matter. Compare the two Dovle towers directly before choosing. Selva and Cincuentenario are the same developer, the same neighbourhood and overlapping price brackets, but different products. Selva is exclusively two-bedroom stock between 55 and 70 m². Cincuentenario runs 49 to 82 m² across one, two and three-bedroom layouts and starts lower, at $221,000. If your requirement is a one-bedroom or a three-bedroom, Selva does not have one and Cincuentenario does. Do not let a single sales conversation decide which building you look at.

On negotiation. Thirteen units left in a building means the developer is in the closing phase but not desperate. Ask how long these specific units have been available and what comparable units in the building actually closed at, not what they were listed at. Stock that has sat for months prices differently from stock released last week.

Get in writing: the maintenance fee per square metre and the projected co-ownership budget; the number of parking spaces and whether storage is included; the delivery date and delay remedy if the building is unfinished; the co-ownership rules on letting; and the developer's warranty position.

On the developer. The Velopers, whose portfolio includes Bioma in Costa del Este, Dovle Cincuentenario and Vita in this neighbourhood, Victory Wellness and Victory Sport (both sold out), Cavarosa in Amador, Velure in El Cangrejo and the Nayamara launch in Amador. The Dovle sales record is real and widely repeated; the delivery record we could not independently verify. Ask for completion dates on their finished buildings against what was originally quoted.

Whether that is worth the premium depends on what you are buying for. Floor area per dollar says Vita. Ease of letting and reselling says Selva.

Selva has thirteen units left, all 2 bed / 2 bath between 55 and 70 m², from $249,500. Cincuentenario has eleven left, spanning 49 to 82 m² across one, two and three-bedroom layouts, from $221,000, which is the lowest ticket in the developer's whole portfolio.

So if you want a one-bedroom or a three-bedroom, Selva does not have one. If you want the cheapest entry, Cincuentenario has it. If you want a straightforward two-bedroom with choice of floor, Selva has the deeper selection of that format. The two buildings also differ in character: Selva is built around a green, jungle-planting concept, Cincuentenario around social spaces like a book centre, fire pit and demo kitchen.

What we could not independently verify is their record for delivering on the originally quoted timeline, which is the thing that actually affects you. Ask for completion dates on their finished buildings against what was promised at launch.

One structural note: most of the new stock in Coco del Mar comes from this single firm, so buying a different building in the neighbourhood spreads developer risk less than it appears to.

Is Dovle Selva finished?

We have not confirmed it. The units appear on a live availability list dated 8 August 2026, and our sources do not establish whether the building is complete or still finishing.

Resolve this before anything else, because it changes the transaction entirely. A finished building means a finca number exists at the Registro Público and your attorney can check title, liens and maintenance arrears on the specific apartment. An unfinished one means you hold a purchase promise, and the deposit-forfeiture and delay clauses become the important part of the contract.
