Every broker page selling Mantra leads with the same claim. Prime Real Estate calls it the only building licensed for short-term rentals in Punta Pacífica's medical district, House Hunters Panama (the project's own sales agent) advertises fully licensed short-term-rental units, and RE/MAX Millenium attaches a projected 10% annual return to a studio on the strength of it. The location logic behind that pitch is real and checkable. Mantra is going up on Calle Ramón H. Jurado directly opposite The Panama Clinic in Pacific Center Tower B, a facility with a 24-hour emergency room, intensive care, imaging, and surgery institutes for urology, ocular, robotic and ambulatory procedures, with Pacífica Salud Hospital Punta Pacífica a few blocks further into the peninsula. What we could not verify is the licence. Not one of the pages we checked names an ATP resolution number, a habilitación de hospedaje público turístico, or which legal structure the building uses to qualify for one. That matters more here than at any other tower in this area, because under Law 80 of 2012 the permit is the entire difference between a legal nightly rental in the district of Panamá and a fine of B/.5,000 to B/.50,000. Mantra's investment case is a licence claim. Ask to see the licence.

Where Mantra actually is

Mantra's address is Calle Ramón H. Jurado 8202, on the inland edge of the Punta Pacífica peninsula where it runs into Paitilla, not on the waterfront row. RE/MAX Panama's listing places it "frente a Panama Clinic," and that is the site's actual logic. The Panama Clinic occupies Tower B of the Pacific Center complex on the same street and is a full hospital rather than a consulting suite: 24-hour emergency, intensive care, a clinical laboratory, advanced imaging, a maternity centre, and institutes for urology, gastroenterology, ocular, robotic and ambulatory surgery. Pacífica Salud Hospital Punta Pacífica, the Johns Hopkins Medicine International affiliate, sits a short walk further in. Between them, that is a denser concentration of private medical capacity than any other residential address in Panama City can walk to, and it is the reason this project exists in this spot rather than three streets over. Everything else about getting around here, including the absence of a metro station anywhere on the peninsula and the 25 km run out to Tocumen, is covered on the Punta Pacífica area page and applies to Mantra unchanged. One thing to check on site rather than in a rendering: a mid-block inland lot does not carry the open ocean sightline the waterfront towers have. Ask which floors and which model orientations actually see water, and which see the next building.

Who Mantra suits — and who it doesn’t

Investors targeting the medical-stay niche specifically, who are prepared to verify the short-term-rental licence themselves before committing capital rather than take the marketing at face value. Buyers who want a turnkey unit rather than a shell to fit out, since every model is delivered fully furnished with one parking space. Anyone whose priority is walking distance to The Panama Clinic and Pacífica Salud, including medical professionals and families of long-stay patients who would rather own than book hotel rooms indefinitely. Buyers who want a low absolute entry price into Punta Pacífica and understand they are paying a premium per square metre to get it.

The short-term-rental licence, which is the entire investment case, is undocumented in every public source we checked. Sucre Arias Reyes, a Panamanian law firm, states plainly that ordinary condominiums cannot independently obtain an ATP tourist-lodging permit, and that the workable route is Executive Decree 82 of 2008's tourism horizontal-property regime, under which owners lease their units to a hotel operator who runs the lodging business. That structure has real consequences for an owner: you hand operational control to the operator, and your return depends on their terms. No page we read says whether Mantra uses it. Panama Sovereign Realty, writing in December 2025, puts the risk bluntly for buyers relying on what the market currently tolerates rather than what the law permits. Second, the small units are the expensive ones per square metre. RE/MAX Millenium lists a 27.41 m² studio at $154,700, which works out to roughly $5,640/m², above the $2,500–$5,000/m² band our own area research found for the peninsula. Prime Real Estate's 50 m² Balance model at $241,600 is about $4,830/m². A $154,000 entry price here buys a small unit. It does not buy a discount, and the arithmetic is the same whichever price sheet you are handed. Third, no source we checked publishes an HOA figure, and this building carries a luxury spa, a wellness centre, a fitness and Pilates centre, an outdoor yoga deck, a rooftop restaurant and bar, an infinity pool with a poolside lounge, a screening room, a co-working space, a residents' lounge, valet parking and a 24/7 bilingual concierge. Somebody pays for all of it monthly. Get the number in writing before you model any yield. Fourth, the models House Hunters publishes top out at 75.12 m² with one parking space, so a unit sized for two bedrooms still gets a single space.

Before you buy at Mantra

Title not checked

Title status is unknown and we have not checked it. We did not locate a Registro Público finca number, a plano, or a construction permit tied to this project in any public source. That is normal for a tower still under construction, but it means you are relying on the developer's paperwork until units are titled, so have an attorney pull the record at the Registro Público before any money moves. We also could not establish who the developer is. Not one of the eight listing pages we read names a development company. The architect is Musa Arquitectos, founded in the 1980s by Musa Asvat, credited by both The Agency Panama and Prime Real Estate; the same practice designed the 70-storey, 242 m Pearl Tower in Costa del Este, completed in 2012. Interiors are credited to Studio Ramírez / Row01. Sales are handled by House Hunters Panama, which is the contact on the project's own website. Delivery dates conflict sharply across sources, from Q1 2027 (RE/MAX Millenium) through end of 2027 (RE/MAX Panama) to Q1 2028 (Benoit Properties) and a specific 20 July 2028 (RE/MAX IRPTY and Prime Real Estate). Get the current schedule in writing. On payment, Benoit Properties publishes a schedule of $5,000 on reservation, 10% at contract signing plus a $2,000 furniture payment less the reservation, then 10% at six months, 10% at twelve months, 5% at eighteen months, and 65% at completion, with the balance of the furniture package due a year before delivery. That is roughly 35% of the unit price out of pocket over eighteen months, plus a furniture cost quoted separately from the headline price. Confirm both figures directly. The single most important item for your attorney here is not the title record. It is the licence: ask for the ATP habilitación or the tourism horizontal-property resolution by number, and confirm that the right to rent under 45 days sits with your unit rather than with a management company you would have to sign a separate contract with.

Several brokers say yes. Prime Real Estate describes it as the only building licensed for short-term rentals in the area's medical-tourism district, and House Hunters Panama, the project's sales agent, advertises fully licensed short-term-rental units. We could not verify any of it. No page we checked cites an ATP resolution number, a habilitación de hospedaje público turístico, or the legal structure the building uses. Law 80 of 2012 prohibits rentals under 45 days in the district of Panamá without that permit and fines violations B/.5,000 to B/.50,000, with the same penalties applying to advertising an unpermitted rental. We are citing that statute through the Panamanian firm Sucre Arias Reyes rather than claiming to have read it first-hand, because the copy the tourism authority hosts on its own site would not open. Ask for the licence document by number before you pay anything.

How can a residential condo legally rent by the night in Panama City?

Through a specific structure, not by default. Our range of $154,000 to $560,000 tracks the current sheets. The floor comes from House Hunters Panama, the project's own sales agent, and is corroborated by RE/MAX Millenium's 27.41 m² Model K at $154,700 and RE/MAX IRPTY's "from $160,000." The ceiling comes from RE/MAX Panama at $560,000, with The Agency Panama a little below it at $541,600. The variance you will run into comes from two places. Older sheets are still live on some Spanish-language listings, showing a 30 m² unit at $137,200 and a starting price of $131,000, so a lower number you find elsewhere is probably out of date rather than a better deal. And the mid-range is genuinely unsettled: The Agency starts its range at $238,500 while Prime Real Estate prices a 50 m² Balance model at $241,600, which suggests different sources are quoting different subsets of the model list. Ask for the dated price sheet, not a figure from a listing page.

Which unit sizes does Mantra actually sell?

The model table House Hunters publishes runs from a 27.41 m² studio (Model K) to a 75.12 m² one-bedroom with two bathrooms (Model H), eleven models in all, every one furnished with a single parking space. Larger 96 m² and 103 m² units described as two-bedroom appear only on broker sheets, not on the sales agent's own list. The Agency Panama attributes the larger figures to lock-off flexibility, meaning adjoining units combined rather than a separate two-bedroom floor plan. One RE/MAX page goes further and says sizes reach 130 m², which nothing else we found supports. If you are buying for a two-bedroom layout, confirm whether you are buying one apartment or two joined together, because the difference affects title, HOA and resale.

When will Mantra be delivered?

Sources disagree by about eighteen months. RE/MAX Millenium says the first quarter of 2027, RE/MAX Panama says end of 2027, Benoit Properties says Q1 2028, and both RE/MAX IRPTY and Prime Real Estate publish a specific availability date of 20 July 2028. The project is under construction. If move-in or rental-start timing drives your numbers, get the developer's current schedule in writing rather than picking whichever listing suits you.
