Towncenter Boquete is Emporium Developers' second project on this site, the same firm behind Allure Punta Pacifica, positioned this time as a tourism-license-backed rental play at the center of Boquete's Central Avenue rather than a Panama City waterfront tower. The pitch is similar to Pino Alto's, and it carries the same flaw. Both are sold on Panama Tourism Authority permits presented as the thing that lets an owner rent the unit out short-term. Article 21 of Ley 80 de 2012 imposes that 45-day restriction only "en el distrito de Panamá", so it does not reach Boquete, and nightly letting here needs no such permit. Where an Autoridad de Turismo inscription would carry real value is article 4 of the same law, a fifteen-year exemption from impuesto de inmueble for qualifying tourism lodging outside the capital district. Ley 82 de 2019 closed that registration window on 31 December 2025, and we have not verified whether this project is inscribed or when. Two things are worth flagging before anything else.
